As vice-minister of national economy Serik Zhumangarin noted at a press conference in the government, in the sphere of heat supply, as of December 20, 2018, heat tariffs for residents of three regions — in Akmola oblast — have been reduced by 36.8%, in North Kazakhstan oblast - by 1.1%, East Kazakhstan Region - 2.8%.

In addition, from January 1, 2019, tariffs are projected to decrease for the population of the remaining 14 regions of the country - from 2.2% in the Karaganda region to 15.3% in the Turkestan region.

“Here I would like to say that from January 1, 2019 within the framework of marginal tariffs we expected an increase in tariffs in all regions for all these five types of services.

But as a result of the work of the authorized body in conjunction with local executive bodies, which was held with the subjects of natural monopolies, tariff increases from January 1, 2019 will not only not, but vice versa, from January 1, 2019, we expect tariff reductions, ”he said .

In general, in his estimation, the savings of public funds for heating services will be about 6 billion tenge.

“For example, from January 1, 2019, we are expected to reduce tariffs for heat for the population in Aktobe oblast by 10% - from 129 to 116 tenge per sq. M. But just the other day, the department of the committee for the regulation of natural monopolies in the Aktobe region approved a compensating tariff for Aktyube-CHP services for the production of heat energy.

Therefore, we expect from February 1, 2019 an additional reduction in heat tariffs by another 10% - from 116 to 104 tenge. Thus, in the whole Aktobe region, the tariff reduction is not expected to be warm by 20% in January-February, ”the speaker added.

As for the water supply sector, as of December 20, the water tariff has been reduced by 22% for the population of Zhambyl Oblast. From January 1, 2019, an additional tariff reduction is expected in the remaining 16 regions: up to 3% in Pavlodar oblast to 23% in Kyzylorda oblast.

In the field of sanitation, the tariff is also reduced in the Zhambyl region. In the remaining 16 regions, a tariff reduction is expected from 3% to 11.4%.

In general, the savings of the population for water supply and wastewater services will be more than 2 billion tenge.

In the field of gas supply, from January 1, 2019, out of 11 gasified regions, gas prices for the population will decline in 9 regions, with the exception of the Atyrau and Kyzylorda regions. The projected decline will be from 3.9% in Mangystau oblast to 17.5% in Almaty oblast.

“In Almaty oblast, the price of gas will“ fall ”from 32 to 26 tenge per thousand cubic meters. In Almaty, it will “fall” by 12% - from 30 to 26 tenge, in Shymkent, Turkestan and Zhambyl regions - by 6%.

In the field of electricity supply as a result of lower prices at power plants, it is planned to further reduce prices for the chain of final electricity services, since the share of power plants in retail electricity prices reaches up to 60%.

“In addition, we have worked to reduce electricity transmission tariffs. For example, JSC “Kegok”, which transmits through networks of the interregional level. From January 1, 2019, the tariff should have increased from 2.4 to 2.8 tenge per kWh per hour, that is, by 12%. But it was decided not to allow prices to rise, and leave it at the current level - 2.4 tenge per kW.

As a result, retail electricity prices are expected to decline for the population of all regions of the country from January 1, 2019. At the same time, on December 20 of this year, the price of electricity for the population has already been reduced by 4% in Zhambyl and Kyzylorda regions, ”Zhumangarin said.

At the same time, it is projected to reduce electricity prices for the population of Almaty to 2%, Atyrau region - up to 22%, Shymkent and Turkestan region - by 7%.

As a result, the savings of the population for electricity supply services will be about 7.8 billion tenge.

At the same time, retail electricity prices are expected to decline for legal entities in eight regions of the country. In particular, from 2% in Almaty to 18% in Mangystau region.
